E.C. HALLBECK AND VOCATIONAL SCHOLARSHIP PROGRAMS

Rules and Regulations for Year 2006

INTRODUCTION

E.C. Hallbeck Memorial Scholarship Program:
At the time of the merger in July 1971, APWU decided to continue the academic scholarship created under the United Federation of Postal Clerks (UFPC) in January 1969. The scholarship was a tribute to E.C. "Roy" Hallbeck, UFPC President. It is a self-perpetuating financial base for significant educational assistance to children of APWU Union Members. The program awards $1,000.00 scholarships for four consecutive years to a minimum of at least one recipient from each of the five postal areas.

Vocational Scholarship Program:
APWU established the Vocational Scholarship to help students interested in programs of study leading to definite trade, technical, industrial or vocational occupations. [Examples: Culinary, Medical or Dental Assistant, Electrician, Real Estate, Auto Mechanics, Certified I/T- Computer Education, Cosmetology or Massage Therapy] The program awards $1,000.00 scholarships annually, up to three (3) years, to a minimum of at least one recipient from each of the five postal areas. [The length of the program should be from nine (9) months to (3) years].

SECTION 1. SELECTION COMMITTEE

The Scholarship Selection Committee will consist of qualified persons in the education field and who have no personal ties to the applicants. The committee will select a minimum of at least one Hallbeck winner and one Vocational winner from each of the following postal areas.

AREA 1. ILLINOIS, INDIANA, IOWA, KANSAS, KENTUCKY, MICHIGAN, MINNESOTA, CENTRAL MISSOURI, NEBRASKA, NORTH DAKOTA, OHIO, SOUTH DAKOTA, WISCONSIN

AREA 2. DELAWARE, DISTRICT OF COLUMBIA, MARYLAND, NEW JERSEY (EASTERN LocalS), EASTERN NEW YORK (EASTERN LocalS), PENNSYLVANIA, VERMONT, VIRGINIA, WEST VIRGINIA

AREA 3. CONNECTICUT, MAINE MASSACHUSETTS, NEW HAMPSHIRE, NEW JERSEY (NORTHEAST NORTHEAST LocalS), NEW YORK (NORTHEAST LocalS), PUERTO RICO, RHODE ISLAND, VERMONT, VIRGIN ISLANDS

AREA 4. ALABAMA, ARKANSAS, FLORIDA, GEORGIA, LOUISIANA, MISSISSIPPI, NORTH CAROLINA, SOUTHERN OKLAHOMA. SOUTH CAROLINA, TENNESSEE, TEXAS

AREA 5. ALASKA, AMERICAN SOMOA, ARIZONA, CALIFORNIA, COLORADO, GUAM, HAWAII, IDAHO, WESTERN MONTANA, NEVADA, NEW MEXICO, OREGON, SAIPAN, UTAH, WASHINGTON, WYOMING

The Committee will base their evaluations with particular emphasis on leadership, volunteerism, artistic qualifications and the essay, as well as academic profile and SAT or ACT score. For Puerto Rico, the results of your PEAU Examination will be accepted, in lieu of SAT and ACT scores. Decisions of the Selection Committee will be final.

SECTION 2. DISBURSEMENT OF FUNDS AND ACCOUNTABILITY

A. Once accepted into the academic program of their choice, APWU will deposit the amount specified to the winners with the Student Financial Aid Office of the college or program. Once begun, the scholarship will continue consecutively for the allotted time.

B. Scholarship funds will be disbursed by the school for payment of tuition, room, board, books or fees.

C. The recipient is responsible to providing the APWU, prior to generating payment for the next year, with the Student Account Form, showing the new registered classes, and the Transcript, showing the official grades, along with a self-addressed envelope to the Financial Aid Office.

SECTION 3. ELIGIBILITY REQUIREMENTS

A. Applicants must be a senior attending high school or other corresponding secondary school. Children of all Elected National Officers are not eligible for consideration.

B. Applicant must be a child or grandchild, including stepchild or legally adopted child of an active member, Retirees Department member, or deceased member of the American Postal Workers Union.

C. Applicant's parent or grandparent must be a member [as define in the APWU National Constitution and Bylaws, reference Article 3, Section 1, Section 4(d)] in good standing for at least one year immediately preceding application deadline or must have been a member for one year immediately preceding death.

D. Scholarship recipient for the E.C. Hallbeck award must attend an accredited college or university. Recipients for the Vocational awards must attend an accredited community college, vocational school or vocational program.

E. Scholarship must be used towards pursuing an undergraduate degree or postsecondary occupational education.

F. Recipients must maintain a "C" average, or satisfactory passing grade if the school only carries a "pass or fail" system, or an evaluation from the Counselor or Instructor for the Vocational Program. This status report is to be provided to the APWU National Secretary-Treasurer's office annually.

G. Awards are for continuous years of study at the selected school. Students must notify the APWU National Secretary-Treasurer before changing academic institutions or vocational programs.

H. APWU may discontinue awarding new scholarships but once a receipt has been chosen, the scholarship will be continued AS PREVIOUSLY SPECIFIED.

SECTION 4. FORMS AND DEADLINES

Application forms may be obtained from the APWU website (www.apwu.org) or by requesting from the APWU Secretary Treasurer's Department at 1300 L Street, NW, Washington, DC 20005 or by calling (202) 842-4215.

All application materials must be submitted in ONE ENVELOPE and sent to the APWU SCHOLARSHIP PROGRAM, American Postal Workers Union, 1300 L Street, NW, Washington, DC 20005 by specified deadlines. Please place in a separate sealed envelope the item being provided by the school, including the official transcripts, and the teacher, counselor or community leader reports.

Responsibility for submitting a COMPLETED APPLICATION and required materials to the scholarship program rests with the applicant.
